Director of the city’s Investment Promotion Agency (IPA), Huynh Thi Lien Phuong said the MoU, which was signed late last month, aimed to build a trading center, casino, high-end entertainment and luxury apartments in the coastal area. Horizons Regional Council’s property portfolio has expanded with the purchase of a section neighbouring its Palmerston North headquarters. The council’s property company, MWRC Holdings, has bought 7 Victoria Ave. It’s understood the sale price was $1.1 million. Council chief executive Michael McCartney said there were no current plans for its use because the property had a tenant, Triton Hearing. MWRC Holdings owns Te Ao Nui, the new building on the other side of Horizons’ head office. Its tenants include the Inland Revenue Department, and the Civil Defence and emergency centre for Horizons regional and Palmerston North city councils.
